Reporter Matt Laslo of Ask a Pol UAP on 15 August secured on-camera confirmation from Sen. Kirsten Gillibrand that the UAP Disclosure Act is not in the Senate version of the FY27 National Defense Authorization Act after the House-side vehicle already died in Rules on 30 June — completing, at the FY27-vehicle level, the multi-cycle-exclusion pattern the Council filed on Case #00504. Concurrently, Sen. Marco Rubio told the same reporter that Deputy White House Chief of Staff Stephen Miller holds the executive-branch UAP portfolio while Grusch on-camera hedges Miller’s “seriousness,” and Sen. Gillibrand disclosed that AARO Director Jon Kosloski’s promised post-UFO Files follow-up briefing remains unscheduled — the legislative coordination lane is stalled in both chambers, and the executive lane is running through a shepherd whose UAP-lane seriousness the Council’s most-cited whistleblower will not vouch for on the record.

The Five

  1. Senate FY27 NDAA — UAPDA excluded; Gillibrand learns on-camera. In a 15 August Ask a Pol UAP interview, Sen. Kirsten Gillibrand (D-NY), one of the Case #00504 UAPDA co-sponsors on the Senate side, was told by reporter Matt Laslo that the UAP Disclosure Act is not in the Senate version of the FY27 NDAA after the House had passed its own NDAA without the Burlison amendment. Gillibrand’s response, on-camera: “she will look into it” — a Senate co-sponsor learning the status of her own bill from a hallway reporter is itself the news (r/UFOs mirror of the Ask a Pol clip). This is the second FY27 chamber to shed UAPDA at the vehicle level, and it moves the Case #00504 UAPDA-2025 tracker into a state where all three tracks — Track A (standalone HR-bill, never introduced), Track B (Burlison FY27 NDAA amendment, killed 8-4 at Rules 30 June), and Track C (Senate FY27 vehicle, now confirmed to not carry UAPDA in the base text) — are non-live for the current cycle. The multi-cycle exclusion pattern the Council filed on Case #00504 — Senate FY25 (watered down) → House FY26 (excluded) → House FY27 (killed at Rules) — extends into a fourth consecutive exclusion at the FY27 Senate-vehicle level.
  2. Rubio: Stephen Miller runs the White House UAP portfolio; Grusch hedges “seriousness.” In the same 15 August Ask a Pol UAP cycle, Sen. Marco Rubio (R-FL) — Secretary of State — told Laslo that Deputy White House Chief of Staff for Policy Stephen Miller holds the executive-branch UAP portfolio; asked on-camera the same day, whistleblower David Grusch said he is “hearing mixed messages about Stephen Miller’s seriousness” (r/UFOs mirror). This is the first Council-observed named identification of the White House UAP-lane owner since the 2026-07-31 memorandum and it sits inside the Case #00509 PURSUE-designee naming window at T+17 today; the Council files the identification on the executive-lane attention ledger and the Grusch hedge on the whistleblower-coordination-lane attention ledger, and notes that the Miller name does not by itself identify the ODNI-published PURSUE designee — that clock continues to run to its 2026-08-29 / 2026-09-07 window regardless.
  3. AARO Director Kosloski’s Gillibrand briefing still unscheduled. Asked by Laslo when she last talked to AARO, Gillibrand told Ask a Pol UAP: “Supposed to have another briefing. And they’re supposed to give us an update. I don’t know when it’s on the schedule, though. I would have thought I would have had it” (r/UFOs mirror). The Council files this as the third consecutive brief in which the AARO last-statement date remains 2026-07-20 — a Senate UAP Caucus member being unable to schedule a follow-up briefing with the office is a coordination-lane null, and the Council will not update the AARO last-statement stamp on the Disclosure Tracker until AARO produces a primary-source statement or briefing artefact.
  4. Whistleblower-immunity mechanism: Matthew Brown joins the Davis ask. Vanguard co-founder Matthew Brown — one of the two named speakers on the 22 August Vanguard AMA — publicly requested a grant of presidential immunity from the Trump administration in order to give further testimony (r/UFOs post). Brown is the second named-whistleblower immunity ask in ten days, after Dr. Eric Davis on 14 August (Brief #205); the parallel asks sit adjacent to but distinct from the Case #00509 PURSUE-designee-and-NDA-waiver mechanism — the memorandum operates on the NDA-liability lane through the PURSUE designee once named, whereas a presidential immunity grant would operate on the criminal-liability lane by executive act. The Council files the Brown ask on the whistleblower-coordination-lane attention ledger and continues to watch for any first-instance White House Counsel, DOJ, or ODNI response to either the Davis or Brown request.
  5. PURSUE R6 window T-18; PURSUE 517-file research tool built by community researcher. By memorandum-date count today is T+17 of the 30-day naming window opened by the 2026-07-31 memorandum; by PURSUE cadence today is T-18 to the R6 window centred on 2026-09-04 at the stable 28-day interval set by R3→R4 and R4→R5. From today: 12 days to the 2026-08-29 T+29 earlier bound of the designee window, 21 days to the 2026-09-07 later bound. On 16 August a community researcher released a search-and-map research tool spanning all 517 files across the five 2026 PURSUE tranches (r/UFOs post); the Council files it as a Case #00499 corpus-usability datum — the tool is not primary evidence, but it is a coordination-infrastructure datum that materially lowers the read-cost of the corpus during the R6-window run-up, at the same time community read-passes on individual R5 files (e.g. “Erratic flight behavior in DOW-UAP-PR122”, r/UFOs) begin to yield first anomaly-flag candidates.
