On the eve of Disclosure Day’s U.S. theatrical release, two credentialled institutions — the International Academy of Astronautics SETI Permanent Committee and the uNHIdden Foundation — published updated frameworks for evaluating and responding to a potential extraterrestrial contact event. While the cinemas opened, the institutions issued procedures.

The Five

  1. IAA SETI Committee publishes updated post-detection protocol; uNHIdden Foundation publishes Preparedness Plan. Both releases are dated 11 June 2026, one day before the U.S. opening of Spielberg’s Disclosure Day. The IAA framework is co-signed by Prof. Michael Garrett (Sir Bernard Lovell Chair of Astrophysics; IAA SETI Committee Chair), Andrew Siemion, Ph.D. (Director of SETI Research), and Bill Diamond (President and CEO, SETI Institute). The uNHIdden Preparedness Plan names John Priestland (Founder and Chairman), Dr. Martin Abbas (clinical spokesperson), and David Whitehouse (former BBC Science Correspondent).   2. The Council’s spine is the Siemion criterion. “Extraordinary claims require extraordinary evidence,” with the published verification standard: a candidate signal must be repeatedly detected at the same location with multiple independent observatories. This is the discipline the Council has applied to every Verdict since the brand launched. The IAA’s codification of it for the post-2010 information environment — Prof. Garrett: “The information environment we operate in today is vastly more complex than it was in 2010” — is the first time a named major SETI body has restated the rule for the modern wave. The Council adopts the formulation by reference.

  3. Aldo Rebelo, former Brazilian Defense Minister, confirms Varginha and Colares on the record. Filmmaker Jesse Michels (American Alchemy) has published a long-form interview with Aldo Rebelo — Brazil’s Defense Minister 2015–2016 and a declared pre-candidate for the 2026 Brazilian presidency (Christian Democracy party). Per Unidentified Phenomena’s summary of the interview, Rebelo openly affirms Brazilian Armed Forces involvement in Varginha 1996, Operation Prato / Colares 1977 (the “Chupa Chupa” beam-injury reports), and the 1986 Night of the UFOs (Case #00114, the radar-tracked twenty-one-object incident). Rebelo’s February 2026 IBTimes UK statement is the on-the-record antecedent: “As a former Minister of Defence, I am provoked to speak on the subject. I know what the Armed Forces have in their archives.   4. A five-day Brazil arc has formed. On 8 June the Brazilian Arquivo Nacional released 972 documents covering Varginha witness statements and military files (Case #00484). On 9 June at the Capitol Hill rally, David Grusch specifically requested release of the U.S. Varginha records (Case #00493). On 11–12 June, Rebelo’s American Alchemy interview entered wire pickup. Three signals in five days with Brazil as the structural through-line. The Council notes the arc; mainstream wires (Reuters / AP / BBC) have not yet picked the Michels interview, and the Council surfaces that absence cleanly.

  5. The Council’s verdict discipline distinguishes the speech act from the underlying claim. Rebelo made the statements on the record; that is Confirmed as a speech act. Whether bodies were recovered at Varginha, whether the Colares beams caused the injuries attributed to them, or whether the 1986 radar tracks resolve to non-conventional craft — those underlying questions are Inconclusive on the published record. The Council does not collapse the distinction. A named former Minister of Defence speaking on the record is a significant signal; it is not, by itself, evidence of the underlying claims he discusses.

Watch List

  1. First IAA-framework-evaluated detection event. Any subsequent SETI candidate signal evaluated and disclosed under the updated IAA post-detection protocol — particularly any 3I/ATLAS-adjacent (Case #00494) signal claim, which the new criterion would govern today.
  2. Mainstream wire pickup of the Rebelo / Michels interview. Reuters, AP, BBC, or Folha de S.Paulo / O Globo English-desk treatment of the statement. The Council distinguishes independent-media circulation (currently the case) from wire confirmation.
  3. Brazilian Arquivo Nacional second tranche. Per Case #00484, additional FAB material — particularly primary radar data from the 1986 Night of the UFOs — remains in the announced declassification cycle. A second release coincident with the Rebelo political positioning would be a material signal.
